The aim of the law is to improve information security in the Free State of Saxony. Now that a bit of normality is gradually returning to the daily lives of citizens, projects related to information security can now be continued or reconsidered.  <\/p>\n\n\n\n<p class=\"translation-block\">The Corona crisis understandably pushed this issue far into the background at first. <strong>People\u2019s lives and health are simply more important than data!<\/strong><\/p>\n\n\n\n<p>Nonetheless, if feasible, the topic of \u201csecurity of confidential information\u201d should gradually come back into focus. For this reason, we have compiled the basics of the law in this information letter to provide municipalities with an easy introduction to the subject.\n\n<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"> <br><strong>1. Appointment of an Information Security Officer<\/strong> <\/h3>\n\n\n\n<p>Each municipality should appoint an Information Security Officer by December 31, 2020. This can be an internal employee who should have available resources and the necessary expertise. If no internal employee is available, according to the Saxon Information Security Act, you may also appoint an external Information Security Officer. This person should not be located too far away to be able to get an on-site impression of the implementation status of the information management system, if necessary. <\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.kvinne.de\/wp-content\/uploads\/2020\/05\/startup-594090_1280-1024x682.jpg\" alt=\"s\u00e4chsisches Informationssicherheitsgesetz\" class=\"wp-image-1213\" width=\"256\" height=\"171\" srcset=\"https:\/\/www.kvinne.de\/wp-content\/uploads\/2020\/05\/startup-594090_1280-1024x682.jpg 1024w, https:\/\/www.kvinne.de\/wp-content\/uploads\/2020\/05\/startup-594090_1280-300x200.jpg 300w, https:\/\/www.kvinne.de\/wp-content\/uploads\/2020\/05\/startup-594090_1280-768x512.jpg 768w, https:\/\/www.kvinne.de\/wp-content\/uploads\/2020\/05\/startup-594090_1280.jpg 1280w\" sizes=\"auto, (max-width: 256px) 100vw, 256px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. Information Management System<\/strong><\/h3>\n\n\n\n<p class=\"translation-block\">To emphasize the importance of information security to all employees and stakeholders, the <a href=\"https:\/\/www.revosax.sachsen.de\/vorschrift\/18349-Saechsisches-Informationssicherheitsgesetz#p17\" target=\"_self\">Saxon Information Security Act<\/a> recommends that non-governmental entities align themselves with the <a href=\"https:\/\/www.bsi.bund.de\/SharedDocs\/Downloads\/DE\/BSI\/Grundschutz\/Kompendium\/IT_Grundschutz_Kompendium_Edition2020.html\" target=\"_self\">modernized IT Baseline Protection Compendium of the Federal Office for Information Security (BSI)<\/a>. This compendium provides structured, pre-prepared modules for each IT system according to the expected risk level. Among other things, every municipality should have:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Trained\/sensitized employees<\/li><li>A risk analysis<\/li><li>A process for reporting incidents<\/li><li>Securely configured IT systems<\/li><\/ul>\n\n\n\n<p>verf\u00fcgen.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"512\" height=\"305\" src=\"https:\/\/www.kvinne.de\/wp-content\/uploads\/2020\/05\/Inf..png\" alt=\"\" class=\"wp-image-1214\" srcset=\"https:\/\/www.kvinne.de\/wp-content\/uploads\/2020\/05\/Inf..png 512w, https:\/\/www.kvinne.de\/wp-content\/uploads\/2020\/05\/Inf.-300x179.png 300w\" sizes=\"auto, (max-width: 512px) 100vw, 512px\" \/><\/figure>\n\n\n\n<p class=\"translation-block\">That sounds like quite a bit of work at first. <strong>But Rome wasn\u2019t built in a day.<\/strong>\nChange takes time. The introduction of new guidelines or the modification of processes should be adapted to your daily tasks and possibilities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Reporting Obligations for Incidents<\/strong><\/h3>\n\n\n\n<p class=\"translation-block\">The reporting obligations of the Saxon Information Security Act must be complied with by all municipalities whose IT systems are connected to the Saxon Administrative Network or the Municipal Data Network.\nIf the Municipal Data Network is affected, the Information Security Officer of the Municipal Data Network operator must be informed immediately.\nIncidents not affected by this obligation may be voluntarily reported to the Security Emergency Team.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>4. Transitional Regulation<\/strong><\/h3>\n\n\n\n<p>Security concepts are to be revised for the first time in 2024. The implementation of the requirements can only take place by December 31, 2020, within the available budgetary resources.\n\n<\/p>\n\n\n\n<h4 class=\"wp-block-heading translation-block\"><strong>From the law on IT to implementation!<br>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 We love information security<\/strong><\/h4>\n\n\n\n<p class=\"translation-block\">If you have any consulting needs in this regard, we offer you the assignment of an external information security officer.
